Local Government
For administrative purposes the Philippine government is divided into regions, provinces, and chartered cities. Regions include the National Capital Region, encompassing the Manila metropolitan area; the Cordillera Administrative Region, a semiautonomous region of upland tribal groups in northern Luzon; and the Autonomous Region of Muslim Mindanao (ARMM), encompassing four provinces in Mindanao. The ARMM is a quasi self-governing region that was formed in 1989. It has an elected legislative assembly and is headed by a governor with limited executive powers. Provinces are headed by governors, and chartered cities are headed by mayors.
Philippine provinces are subdivided into cities and municipalities. Unlike chartered cities, which are accountable to the national government, cities and municipalities are responsible to the government of the surrounding province. Each provincial city or municipality is headed by an elected mayor.
The smallest unit of local Philippine government is the barangay. In rural areas the barangay is a village, and in urban areas it is a neighborhood. Each city or municipality contains numerous barangays, and there are thousands of barangays in the Philippines. Each barangay is administered by a chief executive and a community council, whose members are elected by the residents of the barangay.
Why ABC party list…
There are vital and necessary legislation and political actions at the top levels of the government where Barangays need strong representation to advance the cause of development and good governance. While Barangays may have good initiatives, there is a need to support these good policies and laws, as well as ensured budgetary assistance. It is then imperative to attain progress to ensure the stability of the Barangay; from this grass root level we can then build a nation of success. --> -->

Our Barangay (Pinagbirayan Malaki) on my personal assessment
Our province, where I grew up since birth until we move in to Metro Manila after I graduated from primary school, belongs to Region V, Camarines Norte is one of the provinces that is identified by local government as among the poorest. The main source of livelihood it produces is mainly copra, and rice.
And our town Paracale is famous for its richness in gold, but practically residents still rely on rice farming and coconut plantations, like our barangay Pinagbirayan Malaki the lack of livelihood opportunity in rural areas are really the major reasons for migration of people to all major cities in the Philippines particularly Metro Manila.
1. Barangay officials who seems to have political agenda in terms of development.
2. Absence of Kooperatiba ( Cooperative ) to support the funding and act as middleman. And develop alternative farming schemes.
3. Security of investors from revolutionary movements like New Peoples Army (NPA) who imposes a discouraging revolutionary taxes.
4. The mind setting of the people to earn a living is to work or migrate to crowded cities
leaving their land and farm instead of cultivating it.
5. The importance of education is not intensively taught or imputed the mind of the
parents and to their children.
Rice planting in the Philippines, with all neighbouring countries like Vietnam and Thailand development to increase their production it puts small farmer from the non major rice producing regions at stake. These needs defines the significant of an alliance to barangay concerns to strenghten and facilitate the development in the rural areas.
With all among Party list representatives running for a chance to have a voice in our congress only ABC Party list stand out with their vision, mission and strategy to really facilitate the concerns in barangay's across the nation there is not doubt that we should supports this party list and make our contribution for the alleviation of poverty in the smallest unit of local government in our country, and we can do that by giving ABC Party list a voice in congress, Say Yes to ABC Party list..... and lets vote to ABC Party list
I always believed that the Barangay is the most important element in government. It represents us, the people rich and poor, all sex, the young and the old, the sick and the healthy, the schooled and the unschooled, etc...James Marty Lim, can harness these power, and he will succeed.
